Many birds make a constant level of noise (hopefully not too loud!). If you'd like a more quiet bird, then reinforce quiet.

Remember that your bird is making noise to get attention. So reinforce quiet! Take a quiet bird out of his or her cage, if he or she is behaving in a friendly manner at all. Give a quiet bird who's playing alone a treat. Create good consequences for being quiet, and your bird will be quiet.
