Risk > Enemies Cannot Attack Over Their Own Paths
The best barrier between you and a concentration of your enemy's armies is another one of your enemy's territories. There's simply no way they can attack through themselves. So, if your enemy gives you the chance, don't take that one last empty territory; let them keep it, and let them block their own counterattack.
